Anyone have any idea what these wires could be by Park Ridge? Found them in a bush in the front of the house. Larger coil is buried with these individual wires exposed with plastic caps on them. (Picture enlarged to show detail)

This is maybe a long shot, but figured I'd ask close to Park Ridge. A tree cutting service accidentally cut a wire draped across our yard (going from the phone polls in the alley to our neighbor's house). They mended it a bit but it's draping lower than before and I'm...

We need to replace our wires and I'm trying to avoid digging. We already have ComEd wires coming from a pole over the garage into the house- is there a reason the garage wires have to be buried?
