I’ve got this in my backyard where my sump pump drains into in Park Ridge. It had standing water in it so I thought it was clogged from mud that collected, but I was surprised that it doesn’t hold a lot. Does it connect into the main city storm drains?

During routine maintenance of my Parks flood control, I was told that my pump was bad and needed to be replaced for nearly $800 around Park Ridge. The system was originally installed in 2014, but pump only warranted for 3 years. Is anyone else seeing this?
