I can tell you, from my informal pole, that the reason circulation has gone down is that people have too many fines and the addition of the $35 fee to cover the collection agency has turned people off from taking materials out in Park Ridge. I know people who have late fines of over $100 for materials that cost no more than $10 at Target.
