You need to call an electrician/ComEd ASAP. It’s either a problem at your meter or at your circuit breaker panel. You’re intermittently losing one phase. I might start with ComEd right now. They can tell you it the problem is on their side or your side.
If you had water in the basement near the panel that can cause corrosion and can cause the panel to fail. Same for the box the meter outside sits in. The metal enclosure is the homeowner responsibility, not Comed and if that box has any rust and/or tiny holes for water to get in, it may also be damaged and be causing a poor connection. Any tiny bit of water on electrical parts can corrode very quickly and cause those parts to fail.

We had the same issue earlier this morning. There was a ComEd truck driving around in the morning as well. We have had no problem since this morning.
Happened to us once earlier today, but since then all is normal.
Such a pain, been going on since 2:00. ComEd is checking.

But it's a good move calling the utility first. That can definitely rule out part of the problem.
