Those are jamliners they are pressure fitted you have to raise the front sash first fold in then lower the back sash and compress the jamliner while folding the window in all at the same time
And you have to have the bottom window folded down to be able to fold the top one down make sure you have something to lean the bottom window down onto to support it , a sturdy cardboard box or a stool as these windows are heavy and once you fold them down it puts a lot of pressure on the pins that hold the bottom in place .

Try opening the top window to see if there are clips at each corner (Marvin windows has them on the top)
Lower the top window and you'll see the clips
You have to push in the side jamb same as the lower but the sash has to clear both tracks. Not easy but that is how you have to do it.

You can lay the top one on top of the bottom one once they are folded down but just be careful
