My elderly Mom lives in Norwood Park nearby Park Ridge. Her next door neighbor’s roof is peeling off with many pieces landing in her yard. The chimney looks like it is about to fall down. The small enclosed porch is pulling away from the back of the house and you can see birds flying in and out of the gap. There is so much junk piled in the back yard and blocking the back stairway I’m sure it’s a fire hazard. Today another neighbor informed us that he’s seen rats in the back yard. We’ve reported the situation to 311 several times and I believe they’ve sent out an inspector but nothing changes. My brother checked and couldn’t find evidence of taxes being paid on the property. We’ve talked with the home’s resident on many occasions. Any advise would be appreciated. We feel overwhelmed by this hoarder.

Maybe have a wellness check done by the PD
Keep calling the building department, I will say it’s about a six month to one year delay between the inspector coming out and issuing a ticket if they find a violation.
Call the Alderman's office and ask for guidance and to make sure they are aware.
Maybe call the area aldermen's office and start filing complaints. You have to keep on them, over and over.
Call ward office at 773-631-2241 The ward superintendent will be informed and make a visit.

Does another elderly person live there? Maybe they are impaired, unable to help themself. Can you get a well being check?
Just call the alderman. They can do a well being check or have police ticket.

While I understand your frustration, I'm currently helping friends that have been hoarding for years. The process is overwhelming for them and myself. Do you know any relatives of the person that might help? They feel safe with someone they know. I know it's hard, but it's much harder for them. to let go. Just fyi. Take care and be safe. I’m an elderly widow. I’m unable to do things and can’t afford a handyman. We never know what’s going on in someone’s life. I feel sorry for him. Although I’m limited, I would be willing to help with doing minor things. I hope whoever you report him to shows compassion. It sucks to be alone. Have you rung his doorbell and asked if he needs help?
